Background
On 1 September 2026 at 09:35 a.m., the Cambodian Liaison Group coordinated a field verification visit by the ASEAN Observer Team–Cambodia (AOT-KH) at the Cham Yeam International Border Check Point in Koh Kong Province. The visit followed the entry into force of a ceasefire between Cambodia and Thailand and was carried out to verify implementation, promote transparency, and build mutual trust along the international boundary.
The Royal Government and the Ministry of National Defence pledged to respect and implement the Joint Statement of the Third Special Meeting of the Cambodia–Thailand General Border Committee dated 27 December 2025 and the Joint Declaration on the Peace Agreement dated 26 October 2025. Cambodia stated that it provides full support to the ASEAN Observer Team and will reinforce the team’s mandate for on-site observation, verification, and reporting at border locations.
Institutional Role
The Cambodian Liaison Group (CLG) serves as the coordinating mechanism within Cambodia for facilitating access by external observers to designated border sites. The ASEAN Observer Team–Cambodia (AOT-KH) conducts observation, verification, and reporting activities at international checkpoints to monitor compliance with ceasefire arrangements and related bilateral commitments.
Key Developments
According to the Ministry of National Defence press release, the AOT-KH mission during the Cham Yeam visit was led by the Head of Mission from the Philippines. The visit took place at Cham Yeam Village, Pak Khlang Commune, Mondol Seima District, Koh Kong Province, and was publicly announced by the Ministry on 1 September 2026.
Operational Implications
On-site verification by an ASEAN observer team can provide documented reports that parties may use to assess adherence to ceasefire commitments and to support confidence-building measures. By coordinating observer access, the Ministry of National Defence and the CLG enable third-party monitoring that is intended to increase transparency and assist movement toward rapid normalization of border conditions.
