Cambodia Non-Bank Financial Regulation: Draft Digital Transformation Policy 2026–2030

Background

The Draft Strategic Plan of Digital Transformation in the Non-Bank Financial Sector 2026–2030 is intended to coordinate digital modernization efforts across Cambodia’s non-bank financial services, including securities intermediaries and other entities subject to FSA oversight.

The draft strategic plan covers the period 2026–2030 and focuses on digital transformation measures for the non-bank financial sector. H.E. Mey Vann, Secretary of State of the Ministry of Economy and Finance and Secretary General of the General Secretariat of the Non-Bank Financial Services Authority (FSA), presided over the consultative workshop on August 28, 2026.

Scope of Application

The draft plan targets entities within the non-bank financial sector under the remit of the FSA and is relevant to regulatory units and market participants that interact with those regulators. Participants at the workshop included management and officials from ministries and institutions, regulators and units under the FSA, and representatives from private companies operating under the regulators’ authority.

Key Provisions or Decisions

The event convened as a consultative workshop to review and solicit feedback on the draft strategic plan for 2026–2030. H.E. Dr. Vin Pheakdey, Deputy Director General of the Securities and Exchange Regulator of Cambodia (SERC) and Chair of SERC’s FinTech Working Group, led the SERC delegation. Mr. Khun Kimleang, Director of the Securities Intermediaries Supervision Department at SERC, participated as a panelist to share achievements and future direction in digital transformation for the securities sector.

Implications for Investors, Businesses, or Compliance

The consultative format indicates regulators are gathering stakeholder input on digital transformation priorities before finalizing policy instruments. Workshop discussions covered achievements and directional plans for digital systems in the securities sector, which stakeholders identified as relevant to operational practices and supervisory engagement.
