Cambodia Digital Infrastructure Policy: MPTC Launches DEEP Leadership Program to Advance DPI and 5G

Background

The Ministry of Post and Telecommunications (MPTC) has statutory responsibility for national telecommunications policy, spectrum management, and oversight of digital public infrastructure in Cambodia. Digital Public Infrastructure platforms such as verify.gov.kh provide authentication and identity verification services intended to support Cambodia’s public digital services.

The Digital Excellence Elite Program (DEEP) is a capacity-building initiative organised by MPTC in partnership with Huawei Cambodia to train senior officials and institutional leaders on digital transformation topics including governance frameworks, 5G deployment, and artificial intelligence strategies. The ministry presented DEEP as part of a broader effort to accelerate digital transformation timelines through coordinated human-resource development and interoperable infrastructure.

Institutional Role

MPTC hosted the DEEP opening and positioned the programme as a tool for cross-agency coordination on Digital Public Infrastructure (DPI) development. The Government Digital Committee and MPTC intend DPI platforms to serve as shared technical foundations for public-sector digital services and inter-agency data exchange.

Key Developments

On 27 August 2026, Minister Chea Vandet opened the DEEP training course for ministry and institutional leaders, a programme organised jointly by MPTC and Huawei Cambodia. Participants included senior MPTC officials, representatives from the Chinese embassy, Huawei Cambodia leadership, and personnel from Cambodian digital-technology academic institutions.

Operational Implications

MPTC emphasised that successful digital transformation requires coordinated investment in human resources, finance, change management, political commitment, and core DPI components. The minister noted that verify.gov.kh has been identified as a foundational DPI element for secure identity verification in public digital services, and described capacity building as essential to shorten long-term digitalisation timelines.
