Cambodia Investment Regulation: Draft Prakas on Branch Opening for Collective Investment Schemes

Background

As the national securities regulator, the Securities and Exchange Regulator of Cambodia (SERC) convenes stakeholder consultations to develop detailed administrative rules for market actors. The Securities and Exchange Regulator of Cambodia (SERC) is the supervisory authority responsible for regulating securities markets and collective investment schemes in Cambodia.

A Prakas is an administrative regulation issued by a Cambodian ministry or regulator to specify procedures and requirements under national law. The draft Prakas discussed at the August 7, 2026 consultation concerns branch opening by companies conducting collective investment scheme business and aims to capture input from fund managers, trustees, distributors and fund administrators.

Scope of Application

The draft Prakas targets companies that undertake collective investment scheme business and their prospective branch offices. Participants at the consultative meeting included fund management companies, trustees, fund distribution companies and fund administration companies, who were invited to provide practical input on the draft text.

SERC assembled comments from market participants to make the draft Prakas more comprehensive and practically applicable. The consultation was led on August 7, 2026 by H.E. Dr. Vin Pheakdey, Deputy Director General of SERC, acting as representative of H.E. SOU Socheat, Director General of SERC.
