Background
The Securities and Exchange Regulator of Cambodia (SERC) is the national regulator responsible for supervising Cambodia’s securities market and enforcing securities law.
SERC has established a working group chaired by the Deputy Director General to develop a risk-based supervision framework for the securities sector.
The International Monetary Fund provided technical assistance through a regulatory consultant to support framework design, and a virtual meeting took place on 31 July 2026 to advance the work programme.
Scope of Application
The framework under development is intended to apply to entities and activities falling under SERC’s statutory mandate, including licensed market intermediaries and other securities market participants regulated by SERC.
Key Provisions or Decisions
On 31 July 2026, the SERC working group led by Deputy Director General Vin Pheakdey met virtually with IMF regulatory consultant Jennifer Long to discuss the design elements of a risk-based supervision (RBS) framework. The meeting was conducted under the authority of SERC leadership and formed part of a technical-assistance engagement with the IMF.
Implications for Investors, Businesses, or Compliance
The adoption of a risk-based supervision framework would reorient supervisory priorities toward entities and activities assessed as higher risk, which can affect compliance planning and internal risk-management practices among licensed intermediaries. Market participants should monitor SERC communications for formal guidance and timelines related to the framework’s implementation.
