Cambodia Securities Regulation: Digital Infrastructure and Cross-Border Settlement Policy

Background

The Securities and Exchange Regulator of Cambodia (SERC) attended regional forums to engage with ASEAN+3 counterparts on bond market development and cross-border settlement systems. The SERC delegation participated in the 46th ASEAN+3 Bond Market Forum (ABMF) and the 35th Cross-Border Settlement Infrastructure Forum (CSIF), which convened in Sapporo, Japan from 6–10 July 2026.

H.E. Sou Socheat delivered a keynote titled ‘How can Digital Assets Provide Opportunities in Emerging Markets’ and described priorities including digital infrastructure integration, a shift from paper-based to data-driven supervision, and improvements in interoperability and automation. The ABMF/CSIF agenda included the theme ‘Sustainability, Food Security, and Role of Finance’ and focused on regional coordination for bond market advancement and digital transformation.

Scope of Application

The topics discussed are relevant to securities market regulators, market operators, custodians, and institutional investors across ASEAN+3 and to Cambodian market participants subject to SERC oversight. Discussions centered on technical and governance issues for securities market infrastructure and cross-border investor access rather than on binding national rule changes.

Key Provisions or Decisions

Delegation statements and forum sessions highlighted several technical priorities: integrating digital infrastructure within securities market operations, developing data-driven supervision to replace paper-based processes, expanding cross-border investor access, and enhancing liquidity, transparency, interoperability, and automation across market systems. The meetings were co-organized by the Asian Development Bank, Hokkaido University, and XBRL and involved ABMF members and other international institutions, reflecting continuing regional coordination on market development.

Implications for Investors, Businesses, or Compliance

The forum’s focus signals priority areas for regulatory attention and market adaptation in Cambodia: modernization of market infrastructure, readiness for system interoperability, and the operational shift toward data-centric supervision. Market participants should note these themes as areas likely to shape future SERC guidance and technical requirements for reporting, settlement, and cross-border access.
