Cambodia Transport Regulation: MPWT Driver’s License Renewal Policy and Fees

Background

The Ministry of Public Works and Transport (MPWT) administers Cambodia’s vehicle licensing regime through prakas-level instruments and designated public service points. Prakas No. 047 SK, dated 17 January 2017, specifies the formal procedures for issuing and renewing driving licences and for managing the national driver-point (penalty) system.

Under MPWT guidance, a motor-vehicle driving licence that has expired for no more than 30 days is not subject to a monetary penalty. The national renewal process requires identity verification, a health certification available at service points, and photographic documentation as part of the application package.

Scope of Application

This prakas-based procedure applies to holders of Cambodian driving licences seeking renewal or replacement at MPWT-authorised service centres across the kingdom. The provisions cover multiple licence categories identified in the MPWT notice and set standard documentary and fee requirements for both short-expiry renewals and routine replacements.

Key Provisions or Decisions

  • Expiry and penalties: Licences expired by no more than 30 days incur no fine; longer expiries are governed by the prakas provisions cited by MPWT.
  • Required documents: the original licence to be replaced; a Cambodian national identity card (or a certified copy with authority stamp); alternatively, an identity confirmation letter or an identity-data verification document issued by the General Department of Identification.
  • Medical certificate: a health certificate (medical fitness) is available and issued at MPWT service points.
  • Photographs: three 4×6 colour photos with a white background are required for the application.
  • Fees: category “ក” (motorcycle/small category) 20,000 riel; categories “ខ”, “គ”, “ឃ”, “ង” 30,000 riel, as stated by MPWT.
  • Service locations: renewals and replacements can be processed at MPWT headquarters, multiple Aeon and other named commercial centres, provincial MPWT service points, and designated border/transport offices listed by the ministry.

Implications for Investors, Businesses, or Compliance

Transport operators and employers that depend on vehicle fleets should align driver-documentation checks with MPWT renewal timing to avoid administrative delays. Compliance officers and HR units can rely on the specified document set and fee schedule when scheduling licence renewals for staff who hold Cambodian driving licences.
