Background
The Securities and Exchange Regulator of Cambodia (SERC) is the government authority responsible for regulating and supervising Cambodia’s capital markets, including oversight of securities firms, market infrastructure, and investor protection measures.
On 1 June 2026 SERC and the Asian Development Bank (ADB) commenced a technical assistance project to develop an online Monitoring and Evaluation (M&E) framework for securities sector development in Cambodia.
An M&E framework for the securities sector defines performance indicators, assigns data-collection responsibilities, and establishes reporting channels to track market development and regulatory outcomes. The kickoff meeting convened SERC leadership and ADB financial and technical specialists to deliberate the action plan and implementation mechanisms for the proposed online system.
Scope of Application
The technical assistance project aims to design an online M&E framework intended to cover Cambodia’s securities sector under SERC’s mandate, including market development indicators, regulatory effectiveness metrics, and mechanisms for routine data submission by relevant market participants. The project scope as discussed at the meeting includes establishing responsibilities for data collection, digital reporting formats, and timelines for phased implementation.

The SERC-ADB kickoff meeting brought together H.E. SOU Socheat (Director General, SERC), Mr. Ahmad Faris Rabidin (Principal Financial Sector Specialist, ADB), and Mr. Satoru (Tomo) Yamadara (Technical Assistant, ADB) to start work on the technical assistance. Participants reviewed the proposed action plan and discussed implementation mechanisms to ensure effectiveness and efficiency in delivering an online M&E system for the securities sector.
