Background
The Trust Regulator serves as the implementing unit for the Agricultural Value Chain Competitiveness and Safety Enhancement Project (ACSEP-PIU1) within the Ministry of Economy and Finance. From 27 to 29 May 2026, the Trust Regulator organized a workshop in Battambang to disseminate ACSEP’s credit policy, application formats, and loan procedures to members of agricultural cooperatives and agribusiness enterprises.
ACSEP provides concessional loans to agricultural cooperatives and agribusiness enterprises to support value-chain activities and poultry production. The workshop targeted members of named cooperatives in Ek Phnom, Rukh Kiri, and Banan districts and included participation from the provincial Department of Agriculture, Forestry and Fisheries and two participating financial institutions: the Agriculture and Rural Development Bank (ARDB) and Sathapana Bank.

The three-day event (27–29 May 2026) covered the project background, current implementation status, and detailed loan application procedures. Attendees included AC members from Noren Chamroeun Phal, Raksmey Sdey Krom, Samros Muk Reah, Raksmey Sdok Praverk, and Kamping Puoy Reservoir Agriculture Cooperative, ACSEP-PIU1 officers and consultants, Battambang PDAFF representatives, and staff from ARDB and Sathapana Bank.
Institutional Role
The Trust Regulator convened the workshop in its capacity as ACSEP-PIU1 implementer and operational lead, with project management represented by the TR Director General. Participating financial institutions acted as the channels through which ACSEP concessional financing is made available to sub-borrowers under the project framework.
Operational Implications
The program provided practical guidance on the formats and procedures required to prepare loan proposals under ACSEP, including eligibility for concessional terms and the role of Participating Financial Institutions in processing applications. The dissemination aimed to equip cooperative members and agribusiness operators with the procedural information needed to submit loan requests to ARDB and Sathapana Bank under ACSEP arrangements.
