Cambodia Administrative Code Reform: Regulation and Governance of Public Administration

Background

The Office of the Council of Ministers led a high-level workshop on 19 May 2026, chaired by Deputy Prime Minister Vongsey Vissoth, to gather inputs for preparing a national Administrative Code. The meeting brought together senior ministers, deputy ministers, legal scholars and officials from multiple ministries and agencies to examine frameworks and practical measures for codifying administrative rules.

An administrative code is a consolidated regulatory instrument that organizes procedural rules, institutional responsibilities, and sanctions for public administration. The Office of the Council of Ministers serves as the central coordinating body for drafting and aligning executive-level legal frameworks in Cambodia. Workshop participants framed the Administrative Code preparation as a technical and cross-cutting reform that must align with the 2025 law-reform framework adopted by the government.

Scope of Application

The planned Administrative Code is described as intended to cover the internal governance of public administration, administrative procedures, disciplinary measures, and standards for public service delivery across central and local institutions. Preparation work will include legal mapping of existing statutory provisions and identification of gaps where consolidated procedural rules are needed.

Key Provisions or Decisions

Workshop outcomes, as reported by the Office of the Council of Ministers, emphasized collecting substantive inputs on legal frameworks and administrative measures, defining the Primary Objective of the Administrative Code, and building a roadmap for drafting. Participants highlighted the need for human and financial resources, institutional arrangements, and stepwise implementation given the technical, legal and political dimensions of the reform.

Implications for Investors, Businesses, or Compliance

A consolidated Administrative Code will provide a single reference for administrative procedures and responsibilities that businesses and compliance officers can consult when engaging with public agencies. Clear procedural rules and unified administrative governance frameworks can simplify regulatory interactions by reducing fragmentation across sectoral statutes and administrative practices.
