Background
The Ministry of Environment’s gender-mainstreaming working group organized a training workshop on gender, disability and social inclusion (GEDSI) from 19–20 May 2026 in Kampong Thom to build staff capacity in using gender analysis tools for planning and implementation.
The Ministry of Environment approved a Gender Mainstreaming Strategic Plan, Phase IV (2026–2030), to guide GEDSI integration across environmental programs and activities. The workshop reinforced ministry guidance that gender analysis tools should be applied in annual action planning and in preparation of specific budget packages for GEDSI-related work.
Institutional Role
The training was chaired by Secretary of State Nginn Lina and supported by partners RECOFTC and HBS, reflecting a coordinated role between central ministry leadership and external technical collaborators. The workshop involved 61 participants from the ministry and provincial environment departments, including 39 women.
Operational Implications
Participants received practical instructions to integrate gender analysis into routine planning processes, with three operational recommendations highlighted: (1) apply gender-analysis tools when preparing annual action plans and designing dedicated budget packages for GEDSI activities; (2) ensure equal participation of women, persons with disabilities and vulnerable groups in consultations and benefit-sharing at the community level; and (3) act as knowledge catalysts by sharing acquired GEDSI technical skills across units and provincial departments. These measures are intended to align project design and resource allocation with identified gender and social inclusion needs rather than generic assumptions.
