Background
The National Social Security Fund (NSSF) branch in Battambang hosted a public outreach session on 31 August 2026 to brief local employers, factories and company representatives on social security principles, legal obligations, and the LACMS registration platform. NSSF uses a digital registration platform known as LACMS for employer and employee registration, and the branch presentation included updates on recent digital tools and procedures.
The session reiterated statutory duties for employers to register their enterprises and workers and to remit contributions in accordance with the social security framework. Employers are required to register their enterprises and employees and to remit social security contributions under Cambodia’s social security legal framework; failure to register or remit contributions may expose an employer to legal responsibility under applicable rules.
Scope of Application
The workshop targeted owners and representatives of enterprises, companies and factories operating in Battambang province, with roughly 200 participants reported by the NSSF branch. The obligations described—enterprise and employee registration and contribution remittance—apply to employers subject to NSSF coverage and registration procedures administered through LACMS.
Key Provisions or Decisions
- The session covered foundational principles, relevant legal provisions, and the benefits of Cambodia’s social security schemes for workers.
- NSSF provided an operational update on the adoption and use of modern digital systems, including the LACMS registration process for employers and employees.
- Branch leadership emphasized that employer duties include completing enterprise and employee registration and timely payment of social security contributions as required by law.
- Participants were encouraged to disseminate the information to employees so workers understand their rights and entitlements under social security schemes.
Implications for Investors, Businesses, or Compliance
Employers and business managers should treat company registration on LACMS and accurate contribution remittance as core compliance tasks when operating in Cambodia. Using a digital registration platform can shorten the time to access official labour and social security information, but businesses must ensure internal administrative processes are updated so registrations and payments meet statutory timelines.
