Background
The National Social Security Fund (NSSF) administers membership records, contribution collection, and payment systems for social health insurance and related benefits for formal-sector workers. NSSF operates networks of partner health-care providers and provincial branches that use membership data to verify eligibility for services and process claims.
The agency is reviewing progress on integrating application programming interfaces (APIs) with partner hospitals to enable electronic verification of member status at the point of care. NSSF is also assessing the installation of biometric identity-verification devices at partner hospitals to accelerate identity checks and reduce patient waiting times.
Key Developments
On the afternoon of 20 August 2026, Meng Hong, the government representative serving as Director General of the NSSF at the Ministry of Labour and Vocational Training, chaired a progress review meeting at the NSSF central office in Phnom Penh. The session included more than 200 participants from central and provincial-branch leadership, attending both in person and via video conference (Zoom).
Officials reported that the NSSF website (www.nssf.gov.kh) has been updated with several digital functions, including membership card validity checks, enterprise and institution search, online registration and contribution-payment services, and expanded mobile application capabilities.
Institutional Role
NSSF leads coordination between the social security fund, partner health-care providers, and provincial-branch offices for technical integration and service rollout. Provincial and branch leadership participate in technical and operational discussions to align local implementation with central system requirements.
Operational Implications
NSSF stated that API connectivity with hospitals and biometric devices are intended to streamline member identity verification and shorten patient waiting times during clinical intake. The agency described these measures as part of a broader effort to improve the quality and efficiency of health-care service delivery to NSSF members.
