Background
The National Social Security Fund (NSSF) operates provincial branches that administer employer and employee registration and collect contributions under Cambodia’s social security framework. The NSSF uses provincial outreach to explain registration procedures and employer obligations in order to maintain coverage and contribution records.
The LACMS digital registration platform enables employers to register enterprises and workers and to receive social security information and updates rapidly. Employer registration and contribution payment are formal obligations under Cambodia’s social security arrangements, and registration is the primary mechanism for establishing worker entitlements and benefit records.
Institutional Role
On 14 August 2026 the NSSF Svay Rieng branch opened a public workshop on legal principles, procedures and benefits of the social security scheme and on the LACMS registration system. The session was held with authorization from Meng Hong, the government representative serving as Director-General of the NSSF at the Ministry of Labour and Vocational Training, and was opened by Thuong Samnang, head of the NSSF Svay Rieng branch.
Approximately 150 participants attended, drawn from enterprise owners, company and factory representatives, and local delegates. The workshop aimed to strengthen cooperation between the NSSF and employers, to update participants on recent system developments, and to demonstrate use of the NSSF’s digital registration tools.
Operational Implications
The branch reminded employers that they are required to register enterprises and employees with the NSSF and to remit contributions in accordance with legal requirements. NSSF officials warned that enterprises that fail to register properly may face legal responsibility under applicable social security provisions.
NSSF Svay Rieng encouraged workshop participants to disseminate the information and technical guidance received to their employees so workers can better understand their rights and benefits and so employers can complete digital registration via LACMS.
