Background
The Ministry of Health is the central agency responsible for setting clinical protocols and overseeing the implementation of medical records and patient-history standards across public health facilities in Cambodia. Electronic medical record (EMR) systems serve as centralized data platforms for recording patient histories and supporting clinical decision-making and referral coordination.
On 30 September 2026, Minister of Health Chheang Ra convened technical leaders at the Ministry headquarters in Phnom Penh to issue a package of operational measures aimed at improving care quality and the functioning of linked social-financing systems (NSSF & EF). The measures covered medical-record audits, strengthened clinical double-checks, targeted management of complex chronic conditions, expanded use of the national donation-tracking platform (NPCA), and training for staff on timely, accurate data entry.
Key Developments
Officials directed renewed audits and monitoring of medical records and patient histories to reduce clinical errors and improve continuity of care. The ministry emphasized double-check protocols for clinical procedures and tighter application of clinical guidelines. Attention was specifically directed to managing complex comorbidities such as hypertension with diabetes and diabetes with migraine.
Institutional Role
The announced measures seek to align the Ministry of Health’s clinical governance responsibilities with operational systems including EMR and the NPCA platform, and to improve coordination with social-safety-net mechanisms (NSSF & EF). A technical taskforce will be formed to review clinical guidance and advise on implementation practices across public facilities.
Operational Implications
Health facilities are expected to strengthen record-keeping, reinforce double-check procedures for medical protocols, and participate in scheduled training on data entry and reporting. The measures underscore the use of EMR and national platforms to enhance data accuracy and timeliness for patient care and administrative coordination.
