Cambodia Mining Regulation: MOE Reviews IEIA for Battambang Exploration

Background

On 14 August 2026 the Ministry of Environment led an interministerial meeting to examine the Initial Environmental Impact Assessment (IEIA) for a mineral exploration concession covering 182 square kilometres in Samlot District, Battambang province. Initial Environmental Impact Assessments (IEIA) are the formal documents used in Cambodia to evaluate potential environmental effects and proposed mitigation measures for proposed projects.

The review meeting included the Undersecretary of State Cha Sina, representatives from relevant ministries and agencies, and 26 technical officers from the Directorate of Environmental Impact Assessment; the IEIA under review was prepared for BTB KHMER APHIWATH Co., Ltd. by CG SUSTAINABLE Co., Ltd. Interministerial technical reviews are used to aggregate sectoral inputs and verify that IEIA reports meet technical and legal standards before agencies provide coordinated comments to project proponents.

Scope of Application

The IEIA under review covers mineral exploration activities on a defined concession area of approximately 182 km2 located in Samlot District, Battambang province, spanning the communes of Ta Sanh, Samlot, Suong, O’R Samril and Kampong Lpov. The review process engaged technical and legal reviewers from multiple ministries to assess the document’s completeness against sectoral requirements for exploration-stage environmental assessment.

The meeting’s stated objectives were to examine the IEIA’s technical findings, gather legal and technical comments from relevant agencies, and evaluate the proposed mitigation measures.
