Background
On 19 March 2026, the National Social Security Fund (NSSF) of the Ministry of Labour and Vocational Training organized an outreach seminar for the Cambodia Valuers and Estate Agents Association (CVEA) at the NSSF central headquarters in Phnom Penh. Around 50 leaders and members of CVEA attended the event, which focused on principles, regulations, laws, and benefits under the social security regime administered by NSSF.
The seminar was held in response to a request from CVEA and formed part of NSSF’s public administration modernization efforts and dissemination of social security obligations and entitlements to employers and workers.
Scope of Application
The outreach was directed to leaders and members of the Cambodia Valuers and Estate Agents Association, representing enterprises and professionals in the real estate valuation and agency sector. The content related to the social security system managed by NSSF, including legal obligations of employers and rights and benefits of workers covered under the Law on the Social Security Regime.
Key Provisions or Decisions
During the opening of the seminar, the NSSF Deputy Director General, representing the NSSF Director General, underlined several key points:
- Clear understanding of NSSF laws, policies, and regulations is essential to ensure correct implementation in line with the Law on the Social Security Regime and related provisions.
- Proper compliance with social security obligations contributes to workers’ sense of security at work and reduces concern about various risks, with NSSF acting as a support mechanism in sharing burdens and providing protection.
- NSSF has undertaken public administration modernization in line with the government’s pentagonal strategy, including simplification of procedures for company owners and representatives of factories, enterprises, and institutions.
- NSSF is promoting use of the “NSSF Enterprise App”, its latest mobile technology tool, to facilitate member registration, monthly contribution declarations, and payment of various benefits through partner banks in a faster and more transparent manner.
No new legal instrument was announced, but the seminar reiterated existing legal obligations and introduced or promoted the use of the NSSF Enterprise App as an administrative tool to support implementation.
Implications for Investors, Businesses, or Compliance
For enterprises and professionals represented by CVEA, the seminar reinforces the need to understand and comply with NSSF requirements under the Law on the Social Security Regime. Businesses in the valuation and real estate agency sector are reminded of their obligations regarding registration of workers, declaration of contributions, and facilitation of access to social security benefits.
The introduction and encouragement of the NSSF Enterprise App has practical implications for employers and enterprise representatives more broadly, offering a digital channel for registration, contribution management, and benefit payments through partner banks. Adoption of this application may affect internal administrative processes, record-keeping, and interaction with NSSF, with an emphasis on speed and transparency.
