Cambodia Drug Enforcement: Police Anti-Narcotics Operations and Case-Transfer Procedures

Background

The National Police maintains specialized anti-narcotics units that coordinate with municipal police stations to identify, arrest, and seize illegal controlled substances. Suspects and seized evidence in provincial-level drug cases are assembled into case files by municipal police and forwarded to provincial specialist offices for legal procedures.

Anti-narcotics operations in provincial cities are executed under direction from national and provincial police leadership and typically involve cooperation with local administrative police posts. The use of local identification tools and operational patrols supports targeted interventions against unlawful possession of narcotics.

Key Developments

On 21 August 2026, National Police anti-narcotics personnel in Battambang conducted two separate arrests for illegal possession of methamphetamine (commonly referred to as “ICE”). The first arrest occurred at 14:30 in Group 14, O’Rta Kam 1 village, Tuol Ta Eak commune, where authorities detained a 36-year-old male named Say Narith and seized two packets of methamphetamine and paraphernalia. Identification in that operation made use of the App NoDrug, as recorded by police.

The second arrest took place at 23:00 in Group 44, Preaek Mohateap village, Svay Po commune, with the detention of a 37-year-old male named Chhay Sok (also known as Ngol). Seized items included two packets of methamphetamine, one mobile phone, one black shoulder bag, drug-use paraphernalia, and a black Honda Dream motorcycle without a license plate.

Operational Implications

According to the provincial police report, both detainees and the associated evidence are being compiled into case files by the Battambang municipal police unit for transfer to the provincial specialized office for subsequent legal action. The operations were carried out following directives from senior national and provincial police commanders and involved coordination with local administrative police posts.

These events illustrate routine procedural steps in provincial narcotics enforcement: identification, on-site seizure, suspect detention, evidence cataloguing, and forwarding of files to provincial specialist units for legal processing.
