Cambodia Border Security: ASEAN Observers Verify Container Occupation on Cambodia–Thailand Frontier

Background

The Cambodian Liaison Group (CLG) functions as the civil-military coordination mechanism that arranges access for external observers and supports verification activities along contested border sectors. The Cambodia–Thailand Joint Boundary Commission (JBC) is the bilateral technical body tasked with conducting field demarcation and resolving boundary marker and mapping discrepancies between the two states.

High-level political guidance for border work is issued through the General Border Committee (GBC), which convenes senior officials from both governments to settle policy and scheduling for demarcation and confidence-building steps. Cambodia’s position, as stated by the Ministry of National Defence, references inherited boundary instruments such as the Franco–Siamese conventions, the records (procès-verbaux) of the Indochina–Siam Boundary Commission, the 2000 MOU, and the 2003 TOR as the documentary basis for practical demarcation and dispute resolution.

Key Developments

On 23 August 2026 at 08:25 a.m., the CLG facilitated an ASEAN Observer Team in Cambodia (AOT-KH), led by the AOT Head of Mission from the Philippines, to observe and verify reported container deployments along the Cambodia–Thailand border. Observers inspected 14 locations near the Boeung Trakoun border checkpoint in Kouk Romiet Commune, Tmor Pouk District, Banteay Meanchey Province, and recorded a total of 44 shipping containers reportedly placed by the Thai military.

The Ministry of National Defence reported that the container deployments have prevented 7,873 Cambodian civilians — equivalent to 1,869 families, including 1,847 children — from returning to their homes in the affected area. The ministry called for the JBC to commence field demarcation work as soon as possible in line with point four of the Joint Statement from the 3rd Special Meeting of the Cambodia–Thailand General Border Committee (27 December 2025).

Institutional Role

The CLG and the AOT-KH performed a fact-finding and verification role by coordinating on-site observation and reporting. The ministry statement frames the JBC as the operational mechanism to carry out demarcation tasks and positions the GBC’s joint statements as the political instrument that can authorize or sequence those tasks.

Operational Implications

The ministry’s statement links immediate humanitarian and civil-society effects — the displacement and inability of families to return to their homes — to the need for technical demarcation by the JBC. The statement also records Cambodia’s formal position that it will not recognize territorial changes resulting from the use of force or unilateral occupation on the ground and that it will continue to register diplomatic protests to the Thai side.
