Cambodia Cybercrime Regulation and Enforcement: National Police Seize Electronic Equipment in Online-Scam Probe

Background

Specialized units of the National Police and a dedicated anti-scam committee conduct investigations into technology-enabled fraud, collecting digital and physical evidence to support criminal prosecutions. Provincial unified administrative commands may carry out local administrative inspections that are referred to national investigation teams when evidence of criminal activity is identified.

Anti-scam investigations in Cambodia combine on-site evidence seizure with digital forensic processing and legal coordination from provincial prosecutors. The institutional approach pairs local administrative checks with national-level investigative capacity to build case files for prosecution and, when required, requests for international cooperation.

Key Developments

On 2 July 2026, national police specialized investigators, together with provincial administrative teams in Banteay Meanchey, inspected a villa located at Phum Kilo No.4, Sangkat Phsar Kandal following administrative findings related to suspected online-scamming activities. Law enforcement officers reported that the primary suspects had fled the location prior to arrival and left behind a large quantity of electronic equipment and documents.

Seized items listed by authorities at the site include: 245 mobile phones, 2 laptops, 65 all-in-one computers, 40 iPads, 14 CPU units, several foreign passports, Cambodian work cards, and foreign bank cards. Authorities stated they are examining these items as potential evidence in ongoing criminal investigations.

Institutional Role

The operation was led by a senior deputy of the National Police with coordination from provincial deputy prosecutors and mixed investigation teams. Provincial administrative unity forces conducted the initial administrative inspection that prompted national investigative follow-up, reflecting a multi-agency model for responding to large-scale technology-enabled fraud.

Operational Implications

National police forensic teams are processing the seized devices and searching for the property owners to obtain further investigative cooperation and witness statements. Investigators indicated they may pursue international cooperation for elements of the probe that involve cross-border evidence or foreign nationals.
