Background
The National Assembly uses specialized standing committees to perform preliminary review and technical study of draft laws before reporting to plenary bodies for further action. The standing committees assemble subject-matter expertise aligned to sectors such as transport, industry and urban planning to prepare committee reports for the wider legislative process.
The National Assembly delegates preliminary legislative review to specialized standing committees that examine draft laws and prepare reports for plenary consideration. Committee No.9 covers transport, civil aviation, postal and telecommunications, industry, science and technology, mining, energy, trade, land management, urban planning and construction.
Scope of Application
The internal meeting chaired by Mrs. Nin Sahphon, head of Committee No.9, on 3 July 2026 considered four draft laws submitted by the government for parliamentary review. The drafts under review relate to international and ASEAN-level instruments affecting civil aviation equipment, mutual recognition arrangements, building materials and construction, and vehicle type-approval.
Key Provisions or Decisions
Committee No.9 opened an internal session to examine and study the following four draft laws as listed by the National Assembly:
- Draft law on approving Cambodia’s accession to an international convention and its protocols concerning mobile equipment, specifically provisions related to aircraft equipment.
- Draft law approving an ASEAN framework agreement on mutual recognition arrangements.
- Draft law approving an ASEAN mutual recognition arrangement for building materials and construction.
- Draft law approving an ASEAN mutual recognition arrangement concerning vehicle type-approval categories.
On 2 July 2026 the Assembly’s Standing Committee approved forwarding these four draft laws to the National Assembly Committee on Foreign Affairs, International Cooperation and Information (Committee No.5) in cooperation with Committee No.9 for joint review and reporting back to the Standing Committee.
Implications for Investors, Businesses, or Compliance
The listed draft laws concern regulatory alignment with international and ASEAN instruments that are relevant to civil aviation operators, construction materials suppliers, and automotive manufacturers and importers. The legislative review process assigns subject committees to assess technical and legal consistency before the drafts proceed to wider parliamentary consideration.
