Cambodia Digital Governance Policy: Cybersecurity Capacity-Building for e-Parliament Transition

Background

The Royal Government’s Cambodia Digital Economy and Society Policy Framework 2021–2035 and the Cambodia Digital Government Policy 2022–2035 set national priorities for public-sector digital transformation, including human-capacity development and institutional digitization. The National Assembly intends to introduce an e-Parliament system to strengthen its management and administrative work, with implementation expected to begin in late 2026 or early 2027.

Cybersecurity training for website and social media management focuses on protecting officials and organizational accounts from phishing, account theft, scams and unsafe links that commonly spread through social platforms and messaging groups. The Secretariat-General of the National Assembly has linked capacity-building activities to ongoing modernization efforts and recommended evaluation surveys to shape future training plans.

Key Developments

On 8 October 2026, the National Assembly hosted a training course titled “Cybersecurity for Website and Social Media Management” at the National Assembly Palace. H.E. Dr. Keo Piseth, Permanent Deputy Secretary-General of the National Assembly and Chief of Cabinet to the President of the National Assembly, presided over the opening session. The course was delivered by H.E. Dr. Heng Pheakdey, Founder and Chairman of the Mekong Center for Data Protection and former Public Policy Manager for Cambodia and Laos at Meta.

Institutional Role

The Secretariat-General is coordinating the training as part of broader Secretariat modernization and meritocracy initiatives championed by the President of the National Assembly. External expertise from the Mekong Center for Data Protection provided practical guidance on account security and privacy trade-offs for social media and messaging platforms used by officials.

Operational Implications

Training content emphasized operational steps for staff: using strong, unique passwords, enabling two-factor authentication, reviewing active sessions and verifying suspicious requests through separate channels. Organizers were advised to conduct a post-course survey to evaluate effectiveness and to use those findings to design the Secretariat’s 2027 capacity-building plan.
