The review applies to four draft laws presented to the Legal Council on 8 September 2026: an amendment concerning lawyer qualifications; a draft approving consent to a protocol amending the ASEAN Charter; a draft approving a convention on privileges and immunities for CICA secretariat, staff and representatives; and a draft approving an agreement on transfer of sentenced persons between Cambodia and the Russian Federation. These drafts span domestic regulatory rules for the legal profession and parliamentary approval of international agreements.

The Legal Council convened under the leadership of Secretary-General Leng Penglong to examine and provide comments on each draft. The four draft instruments reviewed are listed as follows:
- Draft law on amendment to the law concerning lawyer qualifications (វិសោធនកម្មច្បាប់ស្តីពីលក្ខន្តិកៈមេធាវី).
- Draft law approving consent to a protocol amending the Charter of the Association of Southeast Asian Nations (ASEAN) (ពិធីសារស្តីពីវិសោធនកម្មធម្មនុញ្ញអាស៊ាន).
- Draft law approving consent to the convention on privileges and immunities for the secretariat, staff and representatives of members of the Conference on Interaction and Confidence-Building Measures in Asia (CICA) (អនុសញ្ញាស្តីពីបុព្វសិទ្ធិ និងអភ័យឯកសិទ្ធិ).
- Draft law approving consent to an agreement on transfer of sentenced persons in criminal matters between Cambodia and the Russian Federation (កិច្ចព្រមព្រៀងការផ្ទេរពលរដ្ឋ).
