Cambodia Justice Policy: Digital Capacity Upgrades for Judicial Administration

Background

Provincial courts and provincial prosecutor’s offices in Cambodia handle first-instance criminal and civil case processing at the subnational level. Judicial performance in Cambodia is commonly monitored through case disposal rates that compare the number of resolved cases to the total caseload.

The National Assembly’s Legislation and Justice Committee (Committee 6) conducted a supervisory visit to Kampong Thom provincial judicial institutions and recommended enhanced digital skills for judicial staff to strengthen response to internet-enabled fraud and related crimes. The committee’s direction targets operational capacity at courts and prosecutor’s offices, including case tracking, digital evidence handling, and inter-agency coordination.

Key Developments

Kampong Thom provincial court and its prosecutor’s office reported that they received a total of 1,266 cases in 2025 and concluded 1,146 of those cases, representing a reported disposal rate of 90.5% and leaving 120 pending matters. Committee 6 expressed satisfaction with the reported disposal rate while recommending measures to address outstanding resource and logistics constraints.

Institutional Role

Committee 6, chaired by Ang Vong Vadhana, engaged provincial leadership including First Instance Court President Long Kespirum and Deputy Provincial Prosecutor Ros Sara to review case management performance and procedural bottlenecks. The committee emphasised that provincial judicial institutions have responsibility for maintaining procedural integrity and timely adjudication within the national justice system.

Operational Implications

The provincial report and committee recommendations identified two operational priorities: expanding digital competencies among judicial officers and improving secure evidence storage and logistics. Officials noted postal delays and limited secure storage facilities as constraints on timely case processing; Committee 6 recommended regular digital training and strengthened cooperation between courts, prosecutors, and relevant administrative agencies to address online fraud and improve case throughput.
