Cambodia WASH Policy: Online Climate-Resilient Rural Water and Sanitation Training

Background

The Ministry of Rural Development administers national action plans and capacity-building programs for rural water supply and sanitation in Cambodia. MRD has implemented two national action plans on rural water supply and sanitation prior to this online course.

The training package introduced on 18 May 2026 consists of five video-based modules that cover: a sector overview and the implications of climate change for water and sanitation in Cambodia; approaches to support a transition to climate-resilient WASH services; methods to identify and evaluate climate-resilient WASH solutions; climate finance and preparation of climate rationale reports; and monitoring, supervision and evaluation. The course is designed for online delivery to reach technical staff, provincial officials, and development partners across the country.

Key Developments

The online curriculum was officially launched at a ceremony hosted at the Ministry of Rural Development on 18 May 2026, with attendance from senior ministry leadership, development partners, non-governmental organisations and provincial WASH officers. UNICEF Country Director Will Parks and Australia’s Deputy Ambassador Bridget Collier were listed among the international participants, and organisers reported approximately 300 attendees including ministry officials and partner representatives.

Operational Implications

The training aims to strengthen the technical capacity of civil servants responsible for rural water and sanitation and to increase awareness of climate-related risks within WASH programming. By packaging material as five video lessons and making them available online, the course supports remote access to standardized guidance for planning, financing, and monitoring climate-resilient WASH interventions.
