Background
The Ministry of Water Resources and Meteorology (MOWRAM) is responsible for Cambodia’s meteorological and hydrological services, including national observation networks, forecasting, and water-resource decision support. The Finnish Meteorological Institute conducts scientific meteorological research and provides operational weather and climate services for national decision-making.
MOWRAM has stated an intention to establish a National Water Resources Data Management Centre that will combine multiple observation streams for integrated analysis. On 29 July 2026, H.E. Thor Chetha, Minister of Water Resources and Meteorology, led a high-level MOWRAM delegation on an official visit to the Finnish Meteorological Institute (FMI) in Helsinki. The delegation met with Mr. Harri Pietarila, Director of Technical Services, and FMI technical staff to review operational forecasting, digital innovation, scientific research methods, and institutional development practices shared by FMI.

MOWRAM described the visit as part of a planned technical cooperation and capacity-building effort to strengthen Cambodia’s meteorological and hydrological institutions.
