Cambodia Accounting Regulation: Digital Financial Reporting Platform for SMEs and NPOs

Background

The Accounting and Auditing Regulator of the Non-Bank Financial Services Authority organized a training on a digital financial reporting platform for small and medium-sized entities and not-for-profit entities on 28 July 2026. The session was led by Mr. Ly Kosal, Director of the Legal Affairs and Compliance Department, representing H.E. Bou Tharin, Director General of the Accounting and Auditing Regulator.

The Cambodia Accounting and Auditing Sector Development Strategy 2025–2035 includes a strategic pillar on the development of financial technology in the accounting and auditing sector. The regulator presented the digital financial reporting platform as a practical initiative that aligns with the strategy’s sixth pillar and highlighted expected operational and compliance benefits for reporting entities.

Scope of Application

The training and the digital reporting platform are targeted at small and medium-sized enterprises (SMEs) and not-for-profit organizations that prepare financial statements under Cambodian accounting practice and applicable standards. The regulator engaged leadership and technical officials to support rollout, capacity building, and guidance for entities adopting standardized digital templates and validation routines.
