Cambodia Film Tourism Policy: Ministry Backs AI Video Production and Location Strategy

Background

The Ministry of Tourism hosted senior officials, representatives of Chinese and Cambodian production partners, and content creators to discuss cooperation on short-film production, digital tourism promotion, and the use of AI-generated video to showcase Cambodia’s destinations.

The Royal Government authorized creation of an Inter-Ministerial Working Group for Coordinating and Supporting Film Tourism on 16 June 2026. The Ministry of Tourism requires that all film productions obtain official approval for content and scripts from the Ministry of Culture and Fine Arts prior to on-location filming.

Scope of Application

The announced support in principle applies to collaborative film and content production projects involving foreign and domestic partners that seek official backing or guidance from the Ministry of Tourism. The Ministry’s statements referenced both production-stage requirements and travel facilitation measures, including a pilot visa-exemption program for Chinese citizens running from 15 June to 15 October 2026.

Key Provisions or Decisions

H.E. Huot Hak, Minister of Tourism, expressed institutional support for Cambodia–China short-film projects while reiterating the requirement for formal content and script approvals through the Ministry of Culture and Fine Arts. The Ministry welcomed AI-produced promotional material demonstrated by VINCIS and encouraged development of storytelling-style AI videos that integrate culture, history, natural sites, cuisine, and local livelihoods.

Implications for Investors, Businesses, or Compliance

Producers and content creators seeking official support should plan for pre-production consultation with Cambodian cultural authorities to secure script and content approvals. Filming teams can consider an expanded range of locations promoted by the Ministry — including coastal zones, northeastern forests and waterfalls, ecotourism sites, and colonial-era architecture in Phnom Penh, Battambang and Kampot — while following established procedural requirements.

The pilot visa-exemption program for Chinese citizens (15 June–15 October 2026) reduces short-term travel barriers for eligible visitors and creative teams during the stated period; entities should verify eligibility and program scope with immigration authorities before travel.
