Cambodia Tourism Regulation Policy: Ministry Strengthens Legal-Drafting Capacity

Background

The Ministry of Tourism undertakes preparation and coordination of legal regulations and internal legal instruments that apply to the tourism sector at national and sub-national levels. The Ministry of Tourism held a closing ceremony for a training course on strengthening official capacity in tourism sector legal work on 19 August 2026 at its main conference hall.

Under the 7th Legislature, the Royal Government adopted a Strategic Framework for Legal Reform Programs aimed at strengthening rule of law, administrative efficiency, and legal security. The training targeted ministry-level civil servants and staff from capital and provincial tourism departments as part of an institutional program to improve consistency and compliance in tourism-related legal drafting.

Scope of Application

The training covered Ministry of Tourism civil servants at central and capital-provincial levels. Attendance at the closing ceremony included H.E. Huot Hak (Minister of Tourism), H.E. Seang Phalla (Under Secretary of State and Head of the Secretariat of the Legal Council of the Ministry of Economy and Finance), ministry leadership, guest speakers, and approximately 300 trainees. The programme was delivered in two sessions—the first with 120 trainees and the second with 114 trainees—using a mix of in-person attendance and video conference participation.

Key Provisions or Decisions

Course content focused on fundamentals of drafting laws and legal norms for the tourism sector, including techniques to ensure consistency, compliance, coherence, and legal certainty in both form and substance. The Ministry identified four priority institutional objectives linked to the programme: developing sector-specific legal regulations, strengthening institutional capacity, building human resources into sectoral human capital, and maintaining a harmonious administrative environment across national and sub-national units.

Implications for Investors, Businesses, or Compliance

Stronger capacity in legal drafting seeks to produce clearer and more consistent regulatory instruments for the tourism sector, which can provide more predictable legal references for businesses and regulators. Institutions that publish unified legal instruments and guidance reduce ambiguity about regulatory requirements and support administrative clarity for compliance actions in tourism-related activities.
