Cambodia Civil Service Reform: Administrative Restructuring for Labor Governance Efficiency

Background

On 19 August 2026, senior leaders from the Ministry of Civil Service, the Ministry of Labour and Vocational Training, and representatives of the Ministry of Economy and Finance met to review the organizational design of the labour ministry’s subordinate offices. The Ministry of Civil Service coordinated with the Ministry of Labour and Vocational Training to review and amend the organizational structure of the labour ministry’s subordinate offices.

The review was conducted under the second key measure of the Royal Government’s seventh mandate on public administration reform, which sets the guiding principles of “strengthen rather than expand” and “organize the house properly.” The Royal Government’s seventh mandate frames public administration reform with directives prioritizing those principles for administrative restructuring.

Key Developments

The meeting produced a decision by the labour ministry to reduce several subordinate units without creating additional units, aiming to remove overlapping functions and improve administrative efficiency. Representatives present included leadership from both ministries and a delegation from the Ministry of Economy and Finance.

Institutional Role

The Ministry of Civil Service acted as the coordinating agency facilitating organizational design and functional analysis across ministries. Functional analysis carried out during the review served as the mechanism to identify redundant units and recommend a streamlined organizational configuration.

Operational Implications

The reform is intended to yield a leaner internal structure within the Ministry of Labour and Vocational Training by consolidating or removing overlapping units. The stated objectives are to enhance work efficiency, ensure a more streamlined public administration, and align the ministry’s internal organization with national reform directives.
