Cambodia Tourism Regulation: Ministry Advances CAMDx E‑services, Draft Laws and Sub‑Decree

Background

The Ministry of Tourism manages tourism policy, licensing processes, and the ministry’s organizational arrangements across Cambodia. The CAMDx platform provides electronic services designed to support online business license applications within the Ministry of Tourism.

H.E. Huot Hak chaired a sector-wide review meeting on 18 August 2026 attended by 93 participants, including the Permanent Secretary, Secretaries of State, directors-general, and provincial tourism department leaders via videoconference. A draft Sub‑Decree on the Organization and Functioning of the Ministry of Tourism was presented for review during the meeting.

Scope of Application

The draft Sub‑Decree under discussion concerns the internal organization, roles and operational procedures of the Ministry of Tourism at central and sub‑national levels. Progress on CAMDx e‑services relates specifically to business users and applicants seeking tourism licences and other ministry-administered permits through online channels.

Key Provisions or Decisions

The ministry reviewed four principal workstreams: (1) development of electronic services for businesses through the CAMDx platform to facilitate online tourism licence applications; (2) drafting of laws and related legal instruments for the Ministry of Tourism; (3) conducting an internal census of officials and preparing professional job descriptions and position classifications; and (4) preparation of a draft Sub‑Decree on the organization and functioning of the ministry. Senior national and provincial leaders reported summary findings on achievements, gaps, challenges and next steps during the meeting.

Implications for Investors, Businesses, or Compliance

Advancement of CAMDx e‑services is intended to streamline online licensing processes for tourism businesses and can affect administrative workflows for permit applications. Finalisation of legal instruments and a Sub‑Decree on organization would clarify institutional responsibilities within the ministry and shape future compliance and administrative procedures for stakeholders interacting with the Ministry of Tourism.
