Cambodia Transport Infrastructure: MPWT Technical Working Group Coordinates Private‑Sector Solutions

Background

Cambodia’s Ministry of Public Works and Transport (MPWT) operates technical working groups to coordinate operational and technical matters between the ministry and private‑sector stakeholders in the transport and infrastructure sectors. The MPWT working groups serve as a venue for cross‑agency problem solving and technical review of operational barriers reported by industry participants.

Technical working groups typically include representatives from the Cambodia Chamber of Commerce, transport and logistics associations, the General Department of Customs, municipal administrations, and relevant ministries to address interagency implementation details. These forums focus on resolving procedural and operational issues at the technical level before matters are escalated to senior leadership when necessary.

Key Developments

On 10 July 2026 the MPWT secretariat hosted a technical meeting of the transport and infrastructure working group (group “J”) to review issues submitted by the private sector via the Cambodia Chamber of Commerce. The session was chaired by Undersecretary of State Chheang Pech (vice‑chair of the working group) with co‑chair Oknea Dr. Chin Ken representing the Cambodia Chamber of Commerce. Attendees included representatives from the Cambodia Chamber of Commerce, the Cambodia Freight Transport Association (CAMTA), the Cambodia Logistics Association (CLA), the Ministry of Interior, the General Department of Customs, and the Phnom Penh municipal administration.

The technical meeting resolved 11 of the 13 issues presented by private‑sector participants. The two remaining issues were identified for escalation and will be addressed at senior leadership level within the relevant agencies.

Institutional Role

The working group functions as a technical coordination mechanism under MPWT to harmonize operational requirements across agencies involved in transport and logistics. Participation by commerce bodies, sector associations, and administrative agencies reflects a multi‑stakeholder approach to identifying procedural blockages and proposing agency‑level fixes.

Operational Implications

Resolution of the majority of submitted issues at the technical working group level indicates that procedural and operational barriers can be addressed through interagency technical coordination. Matters escalated to senior leadership were limited to two items requiring decisions beyond technical remedies and will follow the respective agencies’ leadership processes.
