Cambodia Digital Trade Policy: National E‑Commerce Strategy and UNCTAD eTrade Readiness

Background

The Cambodian government has consolidated national-level digital trade policy through a National E‑Commerce Strategy and the Digital Economy and Society Policy Framework 2021–2035, which set priorities for digital payments, legal and regulatory reform, customs modernization, and MSME inclusion. The Digital Economy and Society Policy Framework 2021–2035 sets Cambodia’s medium‑term agenda for digital sector development, aligning public-sector priorities and private-sector enabling measures.

UNCTAD’s 2017 eTrade Readiness Assessment guided a sequence of prioritized actions that Cambodia subsequently pursued with international partners. Cambodia implemented 92% of the prioritized actions from UNCTAD’s 2017 eTrade Readiness Assessment. The government has reported targeted measures including modernization of customs procedures, promotion of digital payment systems, and strengthened legal frameworks to support micro, small and medium-sized enterprises (MSMEs) in digital trade.

Scope of Application

The National E‑Commerce Strategy and related digital economy policies apply to national institutions responsible for trade, customs, telecommunications, and financial services, as well as to private-sector participants in digital commerce and MSMEs seeking cross-border market access. Policy instruments referenced by the Permanent Mission address both domestic regulatory frameworks and areas requiring regional or multilateral cooperation for cross-border digital trade.

Key Provisions or Decisions

Public statements from the Permanent Mission identify several policy elements as central to Cambodia’s approach: adoption of a National E‑Commerce Strategy; the Digital Economy and Society Policy Framework 2021–2035; measures to strengthen legal and regulatory frameworks; promotion of digital payment systems; and procedural modernization in customs. These elements constitute the main lines of policy action reported by government representatives at international forums.

Implications for Investors, Businesses, or Compliance

Investors and businesses engaging in Cambodia’s digital economy should anticipate engagement with updated rules on electronic transactions, payments, and customs procedures as these policy instruments are implemented. Micro, small and medium-sized enterprises are a named focus of national policy efforts, which signals government attention to capacity building and market access support for smaller firms participating in e‑commerce.
