Background
The Ministry of Public Works and Transport (MPWT) led a multi-day review with an Asian Infrastructure Investment Bank (AIIB) technical mission to assess feasibility studies and detailed engineering designs for the Cross-border Connectivity Enhancement Project (3CEP).
The 3CEP design phase covers four international cross-border checkpoints and associated transport infrastructure in Takeo, Ratanakiri, Kratie and Tbong Khmum provinces. The AIIB mission provided an assessment that highlighted progress on project management, the KCI-BOTEK JV consultancy outputs, and coordination among national and subnational stakeholders during the FS and DED stages.
Key Developments
MPWT hosted the AIIB technical delegation on 9, 10 and 12 June 2026 for the mission’s sixth visit to Cambodia. The MPWT project leadership, provincial transport directors from Takeo, Ratanakiri, Kratie and Tbong Khmum, relevant directorates, and the KCI-BOTEK JV consulting team participated in multi-day technical discussions and site reviews.
- Mission objective: review progress of the Feasibility Study (FS) and Detailed Engineering Designs (DEDs) and verify that designs are implementable and efficient under current regional political and geographic conditions.
- Project design checks included confirmation that planned station and infrastructure locations will not affect border demarcation works or boundary pillars between Cambodia and Vietnam.
- Technical scope reviewed: project financial management, procurement planning, social and environmental safeguards, climate change considerations, trade facilitation aspects, and preparation of FS and DED reports.
Institutional Role
MPWT serves as the executing agency for 3CEP and functions as the central coordinator between national departments, provincial authorities and the project’s technical advisor. AIIB is providing an investment operations mission and is the anticipated financier for the project’s implementation-phase investments, while KCI-BOTEK JV is the appointed technical consulting firm responsible for FS and DED deliverables.
Operational Implications
The project uses AIIB cooperation finance aimed at strengthening transport connectivity and increasing operational cross-border transport flows in the Mekong subregion. Planned upgrades to international cross-border facilities are designed to facilitate transport, trade and cross-border tourism and to align with multilateral regional frameworks including Greater Mekong Subregion cooperation and bilateral Cambodia–Vietnam collaboration.
