Background
The Ministry of Environment convened a regional workshop in Siem Reap on 12 June 2026 to align gender equality and social inclusion (GESI) considerations with Cambodia’s national climate planning. NDC 3.0 is a national climate planning document that includes gender and social inclusion indicators to guide sectoral response measures.
The workshop assembled 82 participants from nine provinces around the Tonle Sap and involved cooperation with UN Women and FAO to support subnational integration of GESI; the ministry acts as the coordinating secretariat for gender mainstreaming in the environment sector. The Ministry of Environment coordinates the national gender-mainstreaming working group on environment to integrate GESI indicators into subnational climate action plans.
Scope of Application
The measures discussed apply to implementation and reporting of Cambodia’s NDC 3.0 and the fourth phase of the Gender Mainstreaming Strategy for the Environment Sector (GMSP IV 2026–2030) at national and subnational levels. Participants included provincial administration representatives, officials from the Ministry of Agriculture, Forestry and Fisheries, the Ministry of Women’s Affairs, and relevant provincial departments around the Tonle Sap lake.
Key Provisions or Decisions
Workshop objectives presented by the Ministry included: raising awareness of CEDAW and General Recommendation No. 37 for use in climate advocacy; promoting roll-out of GMSP IV (2026–2030) at regional and subnational levels; and deepening understanding of NDC 3.0 and its embedded GESI guidance. Attendees reviewed GESI indicators incorporated into national climate measures and discussed preparing a roadmap to operationalize selected GESI indicators in priority sectors under ministerial coordination.
