Cambodia Telecommunications Regulation: Draft Prakas on Spectrum, Equipment Standards and Type Approval

Background

As the sector regulator for communications infrastructure, the Ministry of Post and Telecommunications (MPTC) organized a stakeholder consultation in Phnom Penh to review proposed regulatory instruments for the telecommunications sector. The Ministry of Post and Telecommunications held a public consultation workshop on 27 August 2026 in Phnom Penh to solicit input on three draft prakas in the telecommunications sector.

Approximately 150 participants from government ministries, regulators, operators, private sector associations, academic and research institutions, and development partners attended the workshop. The three draft prakas under review address the National Radio Frequency Spectrum Plan, technical standards for telecommunications equipment, and type approval and conformity assessment; the measures are presented as part of a broader effort to strengthen spectrum management and equipment compliance as Cambodia advances digital transformation priorities.

Scope of Application

The draft prakas are framed to apply to the management and use of radio frequency spectrum and to the certification, importation, and market entry of telecommunications equipment used within the Kingdom. Relevant stakeholders include MPTC, sector regulators, licensed operators, equipment manufacturers and importers, and entities responsible for testing and conformity assessment.

Key Provisions or Decisions

Each draft prakas focuses on a core regulatory function: the National Radio Frequency Spectrum Plan proposes an allocation and management framework for spectrum resources; the Technical Standards prakas defines technical requirements and performance criteria for telecommunications equipment; and the Type Approval and Conformity Assessment prakas sets procedures for certifying equipment before market entry. The stated objectives are to improve the effectiveness of spectrum management, ensure equipment quality and safety, and establish transparent certification procedures.

Implications for Investors, Businesses, or Compliance

Adoption of these prakas would create clearer regulatory expectations for equipment suppliers, importers and network operators, which may affect procurement, compliance testing, and market authorization timelines. Businesses engaged in importing or deploying telecommunications equipment should monitor the final texts for specific technical requirements and type-approval procedures that will determine conformity assessment obligations and market access conditions.
