Cambodia Health Policy: Finalizing the National One Health Strategy 2026–2030

Background

The One Health strategy under review aims to unify planning and implementation across human, animal, and environmental health sectors within a single national policy framework. An inter-ministerial coordination committee (IMCC-OH), chaired by the Ministry of Health, is designated to coordinate cross-sector governance and planning for One Health in Cambodia.

The Ministry of Health hosted a two-day national consultation on 27–28 August 2026 to review the final draft of the National One Health Strategy 2026–2030, focusing on governance mechanisms, priority activities, financing, and monitoring arrangements ahead of planned submission to senior leadership later in 2026. Workshop participants included senior officials from the ministries of Health, Agriculture, and Environment, provincial administrations, and development partners such as WHO, FAO, KfW, UNICEF, and AFD.

Scope of Application

The National One Health Strategy 2026–2030 is being prepared as a cross-sectoral strategic instrument intended to guide policy and coordinated action at national and subnational levels for human, animal and environmental health. Relevant implementing entities identified in the consultation include the Ministry of Health, Ministry of Agriculture, Forestry and Fisheries, Ministry of Environment, provincial health and agriculture departments, and international development partners supporting sector programs.

Key Provisions or Decisions

The consultation aimed to finalize governance arrangements, specify priority activities for implementation, and align monitoring and financing plans for the 2026–2030 period. Participants recommended consolidating lessons and expertise into the final text and setting research priorities to support One Health capacity development. The draft strategy is scheduled for submission to top-level leadership at the end of 2026 to align with the Francophone summit in November 2026.

Implications for Investors, Businesses, or Compliance

Once approved, the national strategy will provide sector priorities and an implementation roadmap that public and private stakeholders in health-related services, veterinary care, agriculture, and environmental management should reference in programme planning. Development partners and service providers engaged in surveillance, diagnostics, and environmental management can expect the strategy to shape future coordination and funding priorities across the implicated sectors.
