On 12 March 2026 in Phnom Penh, Secretary of State Sok Puthyvuth of the Ministry of Post and Telecommunications met with Ms. Carolyn Florey, Digital Development Specialist representing the Asian Development Bank (ADB), to discuss the project titled “Building Resilience for Integrated Digital Governance and Efficiency in Cambodia (BRIDGE)” at the ministry’s office.
According to the ministry, the meeting focused on cooperation between the ministry and ADB in relation to the BRIDGE project. ADB’s representative stated that the project is expected to be approved in 2027.
The ministry said the BRIDGE project is intended to strengthen Cambodia’s digital foundations through CamDX modernization, institutional capacity building, regulatory framework development, and cyber resilience. During the discussion, the ministry also presented progress on data governance, cybersecurity operations, digital service design, legal and regulatory document preparation, and institutional and human resource capacity building.
Both sides also exchanged views on continued cooperation in key areas including digital human resource development, data governance, integration of public infrastructure, and implementation of national cybersecurity standards.
