Background
The Kray reservoir rehabilitation and modernization project (CW-19) is an irrigation infrastructure scheme managed by the Ministry of Water Resources and Meteorology (MOWRAM) under the WAT4CAM program framework. The CW-19 scheme is designed as a complete water distribution system capable of irrigating about 942 hectares of agricultural land.
MOWRAM reported an on-site technical inspection on 23 September 2026 led by Secretary of State Chan Yutha and WAT4CAM Phase 1 representatives, with Minister Thao Jedtha participating at a senior level. As of 21 September 2026, the project had reached approximately 20% physical completion.

On 23 September 2026 MOWRAM’s technical team inspected construction and rehabilitation works for CW-19, located in Msakkrang and Kampong Chin Cheung communes, Stoung District, Kampong Thom Province. Reported civil works include nine reinforced concrete distribution/drainage canals with a combined length of 7,100 metres, ten additional canals totalling 9,208 metres, one pumping station, and 181 civil structures (of which two have been completed). The site team also reported one community house built and other works in preparatory stages ahead of progressive construction.
Institutional Role
The project is implemented under MOWRAM oversight and linked to the WAT4CAM program’s first phase, with senior ministry officials conducting site verification and progress monitoring. MOWRAM’s technical inspection activity functions as an operational oversight mechanism to review construction progress, confirm measured deliverables, and coordinate next-stage works with contractors and local authorities.
Operational Implications
MOWRAM stated that once completed the CW-19 water distribution system will support mixed cropping systems and water-efficient crops during the dry season and is expected to improve supply and distribution management for irrigated farms in the project area. Project documents estimate direct benefits to 1,547 households across seven villages in two communes: 922 households in Msakkrang commune and 625 households in Kampong Chin Cheung commune.
