Background
The Ministry of Land Management, Urban Planning and Construction (MLMUPC) has led the creation of a joint approval workflow for housing and condominium investment projects within the Cambodia Data Exchange (CamDX).
CamDX is used as a centralized data-exchange platform to route ministry-specific assessments and approvals for investment projects, with each technical ministry retaining its sectoral responsibilities. Under the joint workflow, the distribution of responsibilities assigns MLMUPC to land-use planning and construction standards, the Ministry of Interior to administrative classification, Public Works and Transport to road and drainage infrastructure, and other line ministries to utilities and licensing functions.
Key Developments
On 26 August 2026, MLMUPC convened an inter-ministerial coordination meeting to design an integrated approval framework for residential investment projects such as housing estates and condominiums. The framework proposes a single-entry service for applicants and the use of CamDX to exchange required documentation among ministries.
Institutional Role
MLMUPC will review land tenure documentation, zoning designation, urban design parameters and building quality and safety as part of the joint workflow. The Ministry of Economy and Finance is identified as the licensing authority that issues approvals after sector ministries confirm fulfillment of technical and administrative conditions. Other ministries named in the coordination include Public Works and Transport, Ministry of Interior, Mines and Energy, Ministry of Industry, Science, Technology and Innovation, and Posts and Telecommunications, each responsible for their technical assessments within their mandate.
Operational Implications
The joint workflow is intended to reduce the need for applicants to visit multiple technical agencies by enabling routing and data-sharing through CamDX. For investors and developers, the workflow clarifies which ministry is accountable for each technical check and centralizes the exchange of evidence required for licensing reviews.
