Background
National Health Accounts aggregate and classify health expenditures across public, private, and donor sources to inform health financing policy and budgetary decisions. National Health Account reports provide standardized, comparable estimates of total health spending that support monitoring of out-of-pocket payments and public budget allocations.
In Cambodia, the Ministry of Health coordinates the National Health Account process through the National Institute of Public Health and the Department of Planning and Health Information to ensure standardized data collection and reporting. The Ministry organised a two-day workshop in Phnom Penh on 24–25 August 2026 to provide technical guidance for producing the 2024–2025 expenditure estimates and to align data templates and input tools across participating agencies.
Policy Context
The workshop focused on methodological guidance for the National Health Account (NHA) cycle, including required data elements, reporting templates, and use of data-entry tools to improve the consistency and completeness of expenditure estimates. Materials and sessions addressed data collection from public budgets, private providers, household out-of-pocket surveys, and development partner disbursements to ensure comparability with prior NHA rounds.
Institutional Role
The two-day meeting was chaired by State Secretary Dr. Lou Vasanakiri and was organised jointly by the National Institute of Public Health and the Department of Planning and Health Information. Participants included representatives from line ministries (including Interior, Rural Development, Planning, Education, Social Affairs, Women’s Affairs, Labour and Vocational Training, Public Function, National Defence, and Economy and Finance), national and provincial hospitals, training institutions, and development partners active in the health sector.
