Background
The Ministry of Labour and Vocational Training (MLVT) maintains systems for out-of-court workplace dispute conciliation that assign designated conciliators and technical officers to mediate employer-employee conflicts at enterprise level. Workplace dispute conciliation in Cambodia operates as an out-of-court mechanism where designated conciliators mediate conflicts between employers and employees.
The MLVT provides training and professional development for conciliators and technical officers to support enterprise-level complaint handling and mediation, and recent capacity-building activities are aligned with the ministry’s 2024–2028 labour sector development strategy. An ILO–Korea partnership project supported a three-day training course held on 31 August 2026 in Phnom Penh to improve practical mediation techniques, case recording, ethical conduct, and procedures for handling workplace complaints.
Key Developments
On 31 August 2026, MLVT opened a three-day training program in Phnom Penh focused on strengthening the skills of workplace dispute conciliators and related technical staff. The course was delivered by ILO technical experts, specialists from the Republic of Korea, and national practitioners with experience in non-judicial labour dispute resolution. Topics covered included mediation techniques, facilitation and negotiation skills, dispute recordkeeping, a code of conduct for conciliators, and enterprise-level complaint-resolution procedures.
Institutional Role
The training was presented as part of the MLVT’s implementation of its phased strategy for labour development, social protection and vocational training for 2024–2028. MLVT senior officials framed the activity as a capacity-strengthening measure for conciliators and labour inspectors, while the ILO–Korea project provided technical and expert support to deliver international best-practice inputs.
Operational Implications
Practical modules on mediation techniques and case documentation are intended to standardize conciliator practice and improve record quality for enterprise-level complaints. Strengthened conciliator competencies are a technical input to the ministry’s broader systems for managing workplace disputes outside the court system and for facilitating social dialogue between employers and workers.
