Background
The Ministry of Labour and Vocational Training (MLVT) implements coordinated job-matching and training interventions to connect employers with local jobseekers and returning migrants. The Ministry of Labour and Vocational Training operates national job-matching services and a social-security scheme that includes work-injury, health-care, and retirement benefits.
MLVT also administers technical and vocational education programs to raise workforce skills at provincial level. MLVT runs a nationwide “TVET 1.5 million” program that provides free technical training, monthly stipends and recognition of prior learning (RPL).
Key Developments
On 12 June 2026 MLVT organised a job forum at Samdech Hun Sen Ransir Trapeum Primary School in Sotr Nikom district, Siem Reap province, offering 3,550 local job openings. The Siem Reap event formed part of a broader national push that the Ministry reported as exceeding 90,000 total vacancies offered across Cambodia.
Participating employers included a range of factories, associations and recruiters named by MLVT, and the recruitment covered positions for domestic employers and roles linked to placements in Japan. MLVT publicised two helplines for service access: 1297 for job-matching and 1286 for social-security (B.S.S.) inquiries.
Institutional Role
Provincial job forums are an operational channel through which MLVT implements national employment policy, combining direct recruitment by employers with skills offers from TVET institutes. The Ministry promotes enrolment at institutions such as the Techo Sen Siem Reap Regional Polytechnic Institute and the Angkor National Polytechnic Institute as part of the TVET 1.5 million scheme and RPL pathways.
MLVT’s approach integrates employer-led selection, TVET training pipelines, and social-security registration to facilitate transitions from training into formal employment within Cambodia or through authorised overseas recruitment channels.
Operational Implications
Jobseekers can access vacancies via provincial job forums and should verify overseas employers through official recruitment channels and MLVT hotlines before accepting contracts. Employers can use the forums to recruit trained candidates and to advertise vacancies that align with TVET skill sets such as refrigeration repair, electrical work, construction, hospitality services, and cosmetology.
The combination of direct employer selection, TVET supply, and social-security enrollment creates an integrated operational pathway for placing workers into formal jobs while linking wage opportunities to social protection coverage.
