Background
The Ministry of Labour and Vocational Training (MLVT) leads inspections and prevention campaigns targeting child labour and hazardous work among young employees in Cambodia. The campaign carried out inspections and direct outreach at brick-and-tile workshops and agro-industrial enterprises in Tbong Khmum, Kampong Cham and Kandal provinces.
MLVT has urged employers to register employees for social security membership (ប.ស.ស.) and to record enterprise data in the ministry’s automation system (LACMS) as part of compliance guidance. The ministry is coordinating with provincial labour offices and local authorities to raise awareness, monitor suspected cases, and facilitate reporting through established hotlines and complaint channels.
Key Developments
MLVT continued a nationwide publicity and inspection campaign titled on prevention and suppression of child labour and promotion of decent working conditions for young workers in 2026. Teams visited production workshops and agricultural-industrial businesses to provide direct guidance to owners, community leaders and local officials on identifying risky work and reporting suspected child labour cases.
Institutional Role
Provincial labour departments and local authorities act as frontline partners in enforcing labour standards by conducting workplace checks and delivering awareness sessions under MLVT direction. The ministry’s technical teams are designated to receive complaints and coordinate follow-up actions with relevant agencies when a suspected violation is reported.
Compliance Implications
Employers are being asked to complete social security membership registration (ប.ស.ស.) for eligible workers and to submit enterprise information through LACMS to align with MLVT guidance. Members of the public and stakeholders are advised to report suspected illegal child labour promptly via hotline numbers 1297 or 1286 or by using anonymous complaint channels so technical teams can investigate under applicable procedures.
