Background
The Ministry of Labour and Vocational Training (MLVT) conducts provincial outreach campaigns that combine awareness-raising and administrative measures to prevent child labour and to promote safe working conditions for young workers. The ministry coordinates these campaigns with provincial labour departments and local authorities to reach production sites and agricultural-industrial enterprises.
MLVT has urged employers to complete registration of workers with the National Social Security Fund (NSSF) and to record enterprise data in the ministry’s LACMS employer database to strengthen social protection coverage. The 2026 campaign cited national labour law and International Labour Organization (ILO) labour standards as reference points while targeting brick-making workshops and agro-industrial businesses in Prey Veng and Svay Rieng.
Key Developments
MLVT expanded its nationwide 2026 child labour prevention and young-worker conditions campaign by conducting on-site promotions in Prey Veng and Svay Rieng provinces. Outreach teams visited brick-kiln production sites and farm-related industrial businesses to raise awareness of child labour risks and reporting channels.
Institutional Role
Provincial labour departments and local authorities are implementing partners in MLVT’s outreach, responsible for local monitoring and stakeholder engagement. The ministry asked land authorities, community leaders, enterprise owners and agricultural-industrial operators to cooperate in identifying and eliminating hazardous child labour and unsafe work for younger employees.
Compliance Implications
Employers were instructed to fulfil obligations to register employees for social security membership and to ensure accurate entry of enterprise information into the MLVT automated enterprise database (LACMS). The ministry provided public reporting channels, including Hotline 1297 or 1286 and an anonymous complaint box, and stated that technical teams may take legal measures when reports of suspected child labour are received.
