Background
The Ministry of Labour and Vocational Training (MLVT) held a special training session on 11 May 2026 to present Prakas No.098/26 (dated 13 April 2026) concerning the Central Authority Council and its role in resolving labor disputes outside the court system. Prakas No.098/26 addresses procedural arrangements for the Central Authority Council and updates the council’s remit to include certain individual labor disputes.
The training brought together 53 council members and related technical officers and followed a series of bipartite and tripartite consultations that MLVT conducted with stakeholders, including labour advisory committee members. The ministry indicated that the prakas and related guidance are intended to operationalize a new Article 300 and to align non‑judicial dispute settlement procedures with existing institutional roles.
Scope of Application
The prakas and the MLVT training apply to the Central Authority Council and to officials and advisers who participate in the council’s non‑judicial dispute resolution processes. The documented measures cover procedures for handling both collective labor disputes and an expanded set of individual dispute types now placed within the council’s competence.
Key Provisions or Decisions
MLVT highlighted an extension of the council’s statutory remit to encompass additional categories of personal (individual) labor disputes, alongside its established role in collective dispute resolution. The ministry also noted the need to implement a newly referenced Article 300 through coordinated procedures and stakeholder consultation.
Implications for Businesses and Compliance
Employers, unions, and labour advisers should expect to engage with council procedures when parties opt for non‑judicial settlement routes under the prakas framework. Organizations involved in workplace dispute resolution will need to coordinate with designated council members and technical officers when cases are referred to the Central Authority Council.
