Background
Labor migration governance in Cambodia covers the legal movement of workers abroad, the protection of migrant workers’ rights, and reintegration support for returnees. The Ministry of Labour and Vocational Training is the central government institution responsible for labor administration, vocational training, and employment-related policy coordination in Cambodia. These functions connect overseas employment channels with domestic labor market measures, including job matching, worker assistance, and skills certification.
The Royal Government of Cambodia’s seventh mandate has identified the protection and promotion of migrant workers’ rights as a national priority linked to lawful overseas employment and stronger social protection. MLVT stated that it is upgrading the policy framework into the National Policy on Labor Migration 2026-2035 to respond to socio-economic changes. Recognition of Prior Learning converts documented work experience and skills into formal certification through assessment procedures.
The ILO TRIANGLE partnership has operated in Cambodia since 2010, according to MLVT. Its third phase is being framed as a technical cooperation platform for aligning international labor support with Cambodia’s national priorities on migrant worker protection, reintegration, and labor market access.
Key Developments
On 7 May 2026 in Phnom Penh, H.E. Sovann Vannarath, Permanent Secretary of State at MLVT and high representative of Minister Heng Sour, presided over the opening of a high-level technical partner consultation for the ILO TRIANGLE partnership programme.
Participants included representatives of Cambodian ministries and institutions, the Australian Embassy, the Swiss Agency for Development and Cooperation, the International Labour Organization, and other stakeholders. The consultation was held at Fairfield Hotel by Marriott in Phnom Penh.
MLVT said the consultation aimed to incorporate Cambodia’s national priority plans into the framework of ILO TRIANGLE Phase 3. The ministry also highlighted the continuation of cooperation with the ILO through the TRIANGLE programme from 2010 to the current third phase.
Institutional Role
MLVT linked the consultation to the government’s priority on protecting migrant workers and expanding lawful overseas labor markets. The ministry described labor migration policy as a mechanism for improving migrant worker safeguards while strengthening social protection and employment pathways.
MLVT also referred to the 2025 Cambodia-Thailand border dispute, which it said caused a rapid return of Cambodian workers. In response, the government provided emergency support including transportation, food, and border coordination.
The ministry said Hotline 1297 and job forums in multiple locations helped returning workers access domestic employment opportunities. MLVT also reported installing public information billboards along major national roads to help prevent workers from being deceived by brokers.
Operational Implications
For 2026, MLVT announced that from 24 April 2026 the government would provide free Recognition of Prior Learning testing in eight skills for former workers returning from Thailand. The measure is intended to convert practical work experience into official certificates that can be used when seeking higher-income employment.
The consultation signals continued coordination between Cambodia’s labor ministry, development partners, and the ILO on migration governance. For employers, training providers, and labor market institutions, the main operational relevance is the link between returnee reintegration, formal skills recognition, and domestic job placement systems.
