Background
Recognition of Prior Learning (RPL) is a skills assessment mechanism that evaluates competencies gained through work experience and can translate them into formal qualifications. In Cambodia, RPL is part of the broader technical and vocational education and training system, which supports workforce development by linking practical skills to recognized certification.
The construction sector depends on workers with demonstrable trade skills, and formal certification can improve job matching, labor mobility, and recruitment practices. Cambodia’s labor governance framework increasingly connects returning migrant workers, domestic training institutions, and employers in order to align skills recognition with labor market needs.
Former migrant workers may possess substantial occupational experience acquired abroad even when they do not hold domestic certificates. A government-supported RPL program can provide an administrative pathway for assessing those skills and integrating workers into Cambodia’s formal labor and training system.
Key Developments
On 7 April 2026, Labour and Vocational Training Minister Heng Sour chaired a dissemination meeting in Phnom Penh with around 30 construction companies and representatives of the Cambodia Constructors Association regarding preparation for implementation of the Recognition of Prior Learning program.
According to the ministry, the meeting focused on improving the effectiveness of RPL implementation and expanding the program in line with labor market demand and human resource development objectives. Participants also observed a pilot implementation of the RPL program at the National Technical Training Institute (NTTI).
The ministry stated that the program aims to develop human resources, increase productivity and competitiveness, and convert work experience into formal certification. It said the first phase will focus on assessing 10,000 former workers returning from Thailand.
MLVT said the free RPL testing follows guidance from Prime Minister Hun Manet to promote development and recognition of skills in eight occupations in the construction sector. The first phase is scheduled to begin on 24 April 2026 on weekends in six target locations: Phnom Penh, Battambang, Banteay Meanchey, Siem Reap, Takeo, and Svay Rieng.
The minister stated that if the first phase is successful, the ministry will continue with a second phase that will also focus on the domestic workforce.
Implications
The program indicates a labor administration effort to formalize skills that workers acquired outside Cambodia’s domestic certification pathway. For employers in construction, wider use of RPL could expand access to workers whose experience can be assessed against recognized occupational standards.
For returning migrant workers, the initiative may create a route to obtain formal proof of skills without retraining from the beginning. For training institutions and sector associations, the program may strengthen coordination between assessment centers, industry demand, and workforce reintegration measures.
