Background
The National Research Foundation (NRF) is being established as Cambodia’s national mechanism to finance research, development and innovation activities. The NRF Board held its first meeting on 5 October 2026 under the chairmanship of the Minister of Industry, Science, Technology & Innovation, H.E. Hem Vanndy.
The Board reviewed the research and innovation ecosystem, the NRF’s institutional progress, proposed operating procedures, the foundation’s financial framework, a draft 2027 workplan and key performance indicators. The Board meeting is a formal governance step toward defining how public research finance will be operationalised through institutional procedures and performance metrics.
Scope of Application
The NRF’s remit covers financing decisions related to research, development and innovation projects that will operate under the foundation’s operating procedures and financial framework as defined by the Board. The Board’s scope includes setting institutional governance, budgeting arrangements and performance indicators that will guide grant and funding allocations.
Key Provisions or Decisions
- The Board held its inaugural meeting to chart the operational path for the NRF’s funding mechanism.
- Reviewed elements included: assessments of Cambodia’s research and innovation ecosystem; institutional establishment steps; proposed operating procedures; the NRF financial framework; a draft 2027 workplan; and draft key performance indicators.
- The Board defined strategic directions for how the NRF will approach financing, monitoring and performance measurement of supported research and innovation activities.
Implications for Investors, Businesses, or Compliance
Researchers, universities, public research institutes and private firms that intend to seek public research support should monitor the NRF’s published operating procedures and the 2027 workplan for application processes, eligibility criteria and reporting requirements. The NRF’s financial framework and KPIs will shape compliance obligations for recipients of public research funding and inform institutional planning for R&D investments.
