Cambodia Digital Infrastructure Policy: Integrating MSME Services into CamDX Data-Exchange Ecosystem

Background

The General Department of Digital Technology and Media participated in an inter-ministerial review to advance the integration of priority services for micro, small and medium enterprises (MSMEs) into the Cambodia Data Exchange (CamDX) ecosystem.

CamDX is an inter-ministerial data-exchange platform designed to enable secure electronic information sharing across government agencies. An electronic service bus (ESB) provides message-routing and service-integration functions that permit disparate government applications to connect using standardized interfaces. The Ministry of Economy and Finance chairs the ESB working group that coordinates electronic service integration across Cambodian ministries.

The review meeting took place on 5 October 2026 by videoconference (Zoom) and was chaired by State Secretary Dr. Kong Marie, head of the ESB working group. Deputy Director General Iv Vasana represented the General Department of Digital Technology and Media in the session. Attending ministries and technical teams examined progress on integrating MSME-related priority services into CamDX, agreed to close phase one of the work, and set a workplan for subsequent implementation steps.

Institutional Role

The meeting affirmed a coordination role for the SMEs Coordination Unit in receiving technical cooperation and operational support for service on-boarding. Participating agencies are expected to report consolidated phase-one results to the Prime Minister’s office in line with the additional high-level guidance provided by the Prime Minister.

Operational Implications

Closing phase one establishes a reporting milestone and a planning point for the next integration stage, including technical handoffs to the SMEs Coordination Unit and further ESB integration tasks. Continued inter-agency coordination and technical alignment on service standards and data interfaces will be required for MSME services to be available through CamDX.
